SKN | Bank Governance Under Scrutiny, Digital Banking Disrupted: Two Risks HNWIs Cannot Afford to Overlook

Key Takeaways

  • Allegations surrounding former Monte dei Paschi di Siena (MPS) chairman Giuseppe Mussari underscore the importance of distinguishing institutional reputation from proven legal findings.
  • Revolut’s October 20, 2026 service disruption, linked to a Google Cloud outage in London, exposed how dependence on external technology providers can interrupt access to financial services.
  • For internationally mobile families, the central distinction is between the safety of assets and the ability to access or move them when systems fail.
  • Swiss private banking clients should assess counterparty governance, operational resilience, liquidity access and contingency arrangements across their entire banking structure.

Two developments in European finance highlight different dimensions of risk. In Italy, a parliamentary inquiry into the 2013 death of David Rossi, the former communications chief of Monte dei Paschi di Siena, has raised allegations involving the bank’s former chairman. In the UK, a Google Cloud outage disrupted Revolut and other financial services. The cases are unrelated, but together they illustrate why wealth preservation requires more than selecting a reputable institution or relying on a convenient digital platform. Governance, operational continuity and access to liquidity must all be considered.

Separate Allegations from Established Institutional Risk

On October 19, 2026, the Italian parliamentary commission investigating Rossi’s death identified Mussari as an alleged instigator of an act of intimidation that it believes escalated fatally. Mussari has denied the allegations and said he intends to defend his reputation. The commission’s findings have been referred to prosecutors for further investigation; they should not be treated as a judicial determination of guilt.

For wealth holders, the immediate lesson is not to infer the current financial strength of MPS from allegations concerning a former executive. The relevant questions are whether governance failures are established, whether controls have improved and whether the institution’s current financial and supervisory position remains sound.

When reviewing a bank or financial counterparty, examine its current leadership, risk oversight, regulatory standing and disclosures. Historical controversies matter when they reveal persistent weaknesses in governance, but reputational association alone is not a sufficient basis for assessing present-day risk.

Recognise the Difference Between Safe Assets and Available Funds

On October 20, a disruption affecting Google Cloud’s London region interrupted services at Revolut and several other organisations, including banks. Google attributed the incident to a power event affecting its europe-west2 zone. Revolut reported that customers’ money and data remained safe, while multiple services—including payments, transfers and cash withdrawals—were affected. Services began recovering later that day.

The distinction is fundamental. An outage does not necessarily mean that deposits have been lost or compromised. It can, however, prevent a client from accessing funds at the moment they are needed. For an entrepreneur managing payroll, an executive travelling internationally or a family meeting a property settlement deadline, temporary inaccessibility can create immediate operational consequences.

Digital convenience should therefore be assessed alongside continuity arrangements. Clients should understand which payment channels remain available during an outage, how support can be reached and whether essential transactions depend on a single provider or infrastructure region.

Reduce Technology Concentration Across Financial Relationships

The Revolut incident also illustrates a wider structural issue: several apparently independent financial services may rely on the same underlying cloud provider. Diversifying between banking brands does not necessarily create genuine operational independence if their critical infrastructure shares a common point of failure.

HNWIs should ask their banks and payment providers how they manage third-party technology risk, maintain backup capabilities and test recovery procedures. For business owners, this assessment should include treasury platforms, payment processing, payroll and access to corporate liquidity—not just personal banking applications.

Build a Liquidity Contingency Plan Around Real Needs

A resilient cross-border structure combines sound counterparties with practical alternatives. Maintain sufficient immediately accessible liquidity for essential expenses, identify backup payment methods and confirm that emergency access arrangements work across the countries where the family operates. Review deposit-protection rules, legal account ownership and the distinction between bank deposits and other financial products separately.

For clients using Swiss private banks alongside international digital platforms, the objective is not to eliminate technology risk or react to every controversy. It is to ensure that a disruption at one institution does not prevent the family from meeting its obligations elsewhere.

Reputation, regulation and technology are separate dimensions of financial resilience. A disciplined review of all three can help protect both capital and access to it when circumstances change.
